It appears that there are various stories going around Koycegiz that you need a Turkish Licence if you have a Res. Permit, and live in Turkey permanently. Fear not !!!, you do NOT need a Turkish Licence if you have a Card Licence, which has your Photo ID inserted. Extracted from the British Embassy (Ankara) website
Do I need a Turkish driving licence? No you don’t if your driving licence is in the new style with photo. If not, you need to apply to the local Traffic Registration Office (Trafik Tescil Müdürlüðü) located at Emniyet Müdürlüðü (Department of Security Office). Further information is available on www.e-turkiye.gov.tr You are advised to have a Turkish colleague or someone fluent in the language to help you with the forms and procedures at these offices. You can apply if you want one, and will cost anything up to 500 lira plus.
