All holders of Residence Permits who are eligible for UHI will, or very soon, receive a letter from the SGK, and its in Turkish. .
However, do not fret, below is a translation of the letter. .
Letter from SGK - January 2012
On 01.10.2008, according to General Insurance & General Health Insurance Law No. 5510, for the first time in our country we started to implement a general health insurance scheme.
As we started implementing this general health insurance, according to Article 12 of this law, we gave people time for the process of transition.
On 01.01.2012 this process of transition expired, and from that day all citizens have to be covered under the Law No. 5510.
Included are foreign people who reside in Turkey permanently, where they do not have general health cover in their country, and where they have resided in Turkey for more than one year - they have to be registered, according to Article 60/1-d of this law.
We note that you are residing in Turkey for more than 1 year, according to the records of the Turkish Ministry of Internal Affairs Police Department. If you are not covered with health insurance in your country, you need to apply to the SGK (Social Health Insurance Department) within one month of 01.01.2012.
If you apply within one month of this date, you will be registered within the general health insurance according to Article 60/1-d of this law, and if you pay your premium (minimum fee x 2 x 12%*), you can benefit from the health insurance. Your premium will change as the minimum fee changes, from time to time.
If you do not apply within one month from 01.01.2012, you will pay an administrative fine, according to Articles 61/5 and Article 102/a of this law.
If you have a chronic health problem before you apply for this health insurance, you cannot benefit from general health insurance for your chronic health problem, according to Article 64 /1 of this law.

Rumour has it that the registration date has been changed to END OF FEB, but can't find any confirmation and nothing appears on the British Consulate website.
